What additional expenses arise when buying property in Portugal? :portugal:

In addition to the property price, the buyer needs to consider several mandatory costs:

• IMT — property transfer tax, approximately 7% of the purchase price.

• Imposto do Selo — stamp duty, 0.8%.

Both taxes are paid before the completion of the transaction.

After that, the purchase and sale transaction itself takes place, along with registering the property in the new owner’s name. Usually the procedure takes about 1 hour, and the costs of execution and registration are approximately 1,000 €.

Thus, when buying property on Madeira, you should factor in:

property price + about 7% IMT + 0.8% Imposto do Selo + about 1,000 € for execution and registration.

Why Madeira is increasingly attracting foreign investors: tourism, real estate, and the numbers for 2025–2026

Madeira stopped being a destination purely for holidays a long time ago. Today the island is increasingly seen at the same time as a place to live, to preserve capital, and to invest in real estate.

And the numbers clearly show why.

By the end of 2025, Madeira had set a new all‑time record: the island welcomed around 2.4 million tourists, and the number of overnight stays reached 12.7 million — 8.3% more than the year before.

Something else is even more telling: 83.8% of all overnight stays were generated by foreign visitors. The main source markets remain Germany and the United Kingdom, but France, Poland, the Netherlands, the USA, Spain, and the Czech Republic also contribute a significant share of the flow.

At the same time, it’s not only the number of tourists that is growing, but the tourism economy itself.

In 2025, total revenues from tourist accommodation reached €887 million, rising by 16.6% over the year. The average daily rate per sold room continued to grow as well.

Special attention should be paid to Local Accommodation: the number of overnight stays in this segment jumped by 18.7%, and its share reached roughly 30% of all collective tourist accommodation on the island.

What does this mean for the real estate market?

Tourism growth in itself does not guarantee rising prices for every single property. But it does create sustained external demand for the island: for accommodation, infrastructure, services, new development, and real estate.

And this is exactly why, when investing in Madeira today, it’s important to look at more than just a beautiful ocean view.

It’s far more important to understand the location, the asset’s liquidity, future development in the area, rental potential, and who will be able to buy this property from you in 5–7 years.

Madeira is becoming an increasingly international market. And as interest grows, so does the cost of making a mistake when choosing a property.

Buying property in Madeira can be a secure and straightforward process when each stage is handled correctly.

Here is how it usually works:

  1. Get a Portuguese NIF — required to purchase property in Portugal.
  2. Open a Portuguese bank account — especially important for payments and mortgage financing.
  3. Choose the right property — considering location, market value, legal status and investment potential.
  4. Legal due diligence — ownership, licences, debts and registrations should be checked before signing.
  5. Sign the CPCV — the Promissory Purchase and Sale Agreement sets the conditions of the transaction and usually includes a deposit.
  6. Arrange financing if required — foreign buyers can obtain mortgages in Portugal depending on income, residency status and the property.
  7. Final deed and registration — the transaction is completed and ownership is officially registered.

The island is compact, but each location offers a very different lifestyle, price level and investment potential.

Here are some of the most popular areas to consider:

Funchal
The best choice for those who want city life, infrastructure, restaurants, schools, healthcare and easy access to everything. It is also one of the strongest locations for long-term demand and resale value.

São Martinho
One of the most desirable residential areas of Funchal. Modern developments, ocean views, good infrastructure and proximity to the Lido make it especially attractive for both living and investment.

Caniço & Garajau
A good alternative for buyers who want to stay close to Funchal while often getting more space for the same budget. These areas are popular with families and permanent residents.

Calheta
Known for its sunny climate, villas, ocean views and more relaxed lifestyle. It is particularly attractive for buyers looking for privacy, modern homes and a lifestyle property.

Câmara de Lobos
An area that has been developing rapidly in recent years. It can offer interesting opportunities for buyers looking for a lower entry price compared with central Funchal and potential for future growth.

There is no single “best” area in Madeira.

A new build is not automatically a good investment.

In Madeira it’s very important to look not only at a beautiful project, but also at several key things:

  1. Location
    The island is small, but the price per square metre varies greatly depending on the area. Funchal, Calheta, Machico, Caniço, Câmara de Lobos — these are completely different markets.

At the same time, what matters is not only the town itself, but also the elevation above the ocean, accessibility, infrastructure, view and surroundings.

  1. Developer
    I always look at who is building, which projects have already been completed, what the finishing quality is like, and how well these properties are then sold on the resale market.

  2. Purchase stage
    One of the main advantages of new builds is the opportunity to get in at an early stage and lock in the price.

In many projects the terms look roughly like this:
20% upon signing the CPCV and 80% upon receiving the keys.

This allows you to lock in the property price today and pay the bulk later.

If the market grows during the construction period, the investor gains an advantage simply by entering early.

  1. What’s included in the price
    In modern projects in Madeira, the following are most often already included:

underground parking, parking spaces, a fitted kitchen, air conditioning, terraces, swimming pools, and in some complexes — a rooftop pool and a gym.

In addition, new properties come with the developer’s warranty obligations.

  1. Liquidity
    For me this is one of the main criteria.

I always look at a property not only through the eyes of today’s buyer, but also ask the question:

who will this property be sold to in 3–5 years?

Because a good investment is not just buying a beautiful new build.

It’s buying the right property, in the right location, from the right developer and at the right price.

Mortgage for non-residents in Madeira: what you can really count on

Non-residents of Portugal can buy property with a mortgage.


On average, banks finance about 60–70% of the property value, so the buyer should be prepared to contribute roughly 30–40% of their own funds, plus transaction costs and taxes.

What’s important to understand:

Income must be officially documented.

The bank looks at salary, business income, dividends, rental income, and other clear sources of income.

Not only the client is assessed, but the property itself as well.

Legal transparency, liquidity, and the bank’s valuation have a direct impact on the amount of financing.

New builds can also be purchased with a mortgage.

At an early stage, buyers usually contribute their own funds under a CPCV (promissory sale and purchase contract), and bank financing is arranged closer to completion of construction.

The interest rate and loan amount are always individual.

They depend on age, income, income currency, loan term, the bank, and the client’s financial profile.

That’s why I always recommend first understanding your real financing budget, and only then starting to choose a property.
